Large international competitions long ago ceased to be simply the competitions of the best athletes of the planet and a prestige fair of the leading sports countries of the world. Large-scale sports events give impetus to the development of infrastructure not only in the host region but they are able to accelerate the economic development of the country as a whole sometimes for several decades ahead and the preparation of the Winter Olympic and Paralympic Games-2014 in Sochi is the best proof of it.

Economic returns of the Games have quite a concrete definition: sustainable development. It is added by one more criterion of the Games' success – heritage.

What is sustainable success? What is real benefit of the large competitions heritage? As a vivid example we can recollect Beijing: thanks to the Games-2008 in this city they additionally created about 1.36 million job places. Another example is Barcelona: thanks to the Games-1996 the city changed over from the industrial port in one of the largest tourist centers of the world.

For Russia holding of the Games in Sochi is an opportunity not only to build super modern stadiums, which later on will become training bases of the national team in winter sports. This is also a unique chance to modernize the city and the region as a whole, creating the model for other cities of Russia. Thus, Sochi and the Krasnodar Krai will get completely renewed transport and hotel infrastructure, which will allow to turn Sochi from a summer spa city, popular with the bigger part of the population of Russia, into an all the year round resort of the world level. The concept of the barrier-free environment of the Games will set new standards of town construction all over the country. The population of Russia will be engaged in healthy way of life and Russian building companies will start to implement worked out for the Games green standards in their current projects. Thanks to the activities of the Russian Olympic University in the country their will emerge a new needed direction of the personnel training: sport management. Today it is absolutely clear: following the principles of the sustainable development is not paying tribute to fashion, but this an urgent necessity for any host country of the Olympiad.

While preparing for the Games in Sochi under the sustainable development it is understood the creation of the long-term positive advantages in social, economic and ecological spheres with the efficient use of resources both at present and in future. The sustainable development management system (SDMS) worked out by the company Organizing Committee Sochi-2014 united the best world standards and achievements in this sphere. Thanks to the system the main partners of the Olympic project can implement the principles of the sustainable development in all aspects of the activities connected with the preparation and holding of competitions. The system embodies six key directions of the activities: Healthy way of life, Harmony with nature, Barrier-free world, Economic prosperity, Modern technologies, Culture and national values. To achieve the results in these directions they are working out the action program, which includes the projects and initiatives of the key participants of the project Sochi-2014. All the activities are directed at achieving the main goal – maximally use the opportunities created by the Games for the development of the city of Sochi, the Krasnodar Krai and Russia in general and retain the heritage of the Games-2014.

Modernization of Infrastructure

For today Sochi-2014 is one of the largest integrated investment projects in the world. The uniqueness of the Sochi application for the right to host the Games-2014 was in the fact that all Olympic facilities were to be built from scratch. It could have been a weak point of the Sochi application but in the very end it turned out to be the strongest. When the members of the International Olympic Committee were choosing whom to give the Games-2014 to, it was the factor that thanks to the Games they would modernize the economy of the whole region and build up a tremendous heritage, which played the key role.

Today Sochi is the largest construction site in Europe. Olympic facilities are being built all day round with 70,000 people working at this site. Due to the fact that all sports facilities of the Mountain and Shore clusters will be commissioned this winter the national team of Russia will have a whole season for maximally qualitative preparation for the Games.

Besides the construction of purely sports facilities they are actively building the infrastructure as well. Sochi and the South of Russia in general will get 367km of modern automobile roads and bridges, more than 201km of railways, more than 690km of utilities. Power capacities will double; they will built 480km of low pressure gas mains, 174km long high pressure gas main Dzhugba – Sochi, as well as treatment facilities for industrial and home sewage water with the capacity of 255,000m3 a day. It is also necessary to mention the most modern telecommunication means, digital TV, fiber-optic communications, modern hotels and comfortable sea shore. These most complex infrastructure projects are being realized with the help of Sochi-2014 partners. Thus, JSC RZD is developing one of the main sites – combined automobile and rail road Adler – Krasnaya Polyana.

This very road will be used for the transportation of the dozens of thousands of the spectators and participants of the Games from the Olympic Park, located in the Imeretinskaya valley to the facilities of the Mountain cluster. And after the Games the road will serve the tourist flow, in fact, the two most popular places of leisure: the sea shore and Alpine skiing centers. The stimulus for the development of Sochi as a resort will be given by another large infrastructure project – renovation of the sea port. After its completion the port will be able to simultaneously handle two cruise liners of 300m long each and one ferry of 180m long. Besides this, they plan to build a marina for yachts. The importance of this project for tourist business not only for the Krasnodar Krai by for all Russia is very large taking into account that now Russians can go on the sea voyage either from St. Petersburg or from abroad – Odessa, Istanbul, Rome, Barcelona and other large ports. After the renovation the Sochi port can become the main one for the organization of sea voyages both in the Black and Mediterranean seas. Already now travel agencies are ready to include the capital of the Games-2014 in their itineraries.

As far as the air infrastructure is concerned, in Sochi thanks to the Games they will build practically new airport. Now the capacity of the Sochi airport opened in 2010 is 2,500 passengers an hour. During the Games the airport during the busiest hours will be able to handle 3,800 passengers an hour thanks to the improvement of the services technology, commissioning of the new embarkation gallery and jetways. Already today the airport itineraries include 66 home and foreign directions.

Green Games

In order to minimize the impact of such large-scale construction on the unique nature of the region the Games” organizers worked out the Ecologic Strategy consisting of four directions: the Games in harmony with nature, the Games with minimum impact on climate, the Games without waste, the Games with education. Together with UNEP (United Nations Ecologic Program) on these directions they have worked out 17 projects of the Ecologic Program Sochi-2014.

In the frameworks of the said program we have envisaged a number of compensation measures: they are carrying out the reclamation, relocation of the rear kinds of animals and plants including those, which are entered in the Red Book; they carry out other measures as well in order to keep the biodiversity of the Games” region. Since the start of the preparations for the Games in the region they have planted thousands of trees and shrubs, 500 of which only in 2012.

In order to decrease the level of emissions at Olympic facilities they have introduced the principle of zero waste. The key goal is to minimize the volume of wastes, which are sent to landfills and maximize the volume of wastes, which go for processing and recycling. Already today 97 per cent of the construction wastes are processed right on the Olympic sites.

The most important direction is the introduction in Sochi for the first time in this country of green standards, which ensure ecologic approach in building. Later they will be applied in other cities of Russia as well.

Also thanks to the Games in Sochi there revives the population of almost extinct Near Eastern leopard. At present in the Sochi Center of Near Eastern leopard breeding they have six species of these cats, and we hope that there will be more of them in future.

Barrier-Free Environment

Another direction, the impetus to the development of which was given by the preparation for the Games in Sochi, became the creation of the barrier-free environment as in Russia there live 13 million disabled people. The Organizing Committee Sochi-2014 and other participants in the project have worked out the barrier-free environment concept of the Games Sochi-2014, which includes the corresponding infrastructural and technological decisions. In the frameworks of the concept the Organizing Committee has initiated the review of the national building standards and norms, which are aimed at making the life of disabled people easier. Thus, on the basis of the existing Russian building standards they have worked out and legally approved a special code of rules Accessibility of Buildings and Facilities for Low Mobility Groups of Population, which take into account the needs of such people. The concept was at the basis of the plan of the Russian Federation Government on the creation of the barrier-free environment; and after the completion of the competitions the parameters of the town construction set in it will be applied in other cities of Russia as well.

The uniqueness of the barrier-free environment Sochi-2014 is also in the fact that it not only removes physical barriers making the environment accessible for the disabled people, but it breaks the existing in the society stereotypes.

With this view in 2011 the Organizing Committee launched the program on the improvement of the awareness of the Russian population on the Paralympic Games and values. It includes a lot of educational events and projects, the most important of which became Our own champion and Map of accessibility.

The role of Russia in the international Paralympic movement is constantly growing, which is proved by the successes of Russian sportsmen at the Paralympic Games. The citizens of this country should be aware of these successes and the project Our own champion will help them in it. The program will make it possible for the people of the regions to know better their countrymen, who have overcome obstacles in their lives and reached the podiums of Russian and international sports competitions. As of November 2012 the said program embraces 9 regions of Russia. In its turn the project Map of accessibility became a unique on-line resource, which combines news portal on the Paralympic movement and sports and interactive map of barrier-free facilities in the cities of Russia, including those which are used for Paralympic sports engagement. The map is supposed to remove one of the most complex barriers – informational one. Every citizen of this country can participate in the project by sending to the portal the information on the accessible facility he/she knows, thus making it accessible for the disabled people. In November 2012 the map had already more than 1,500 facilities and this list is constantly growing. Recently the map was recognized by Runet Prize – Russian Internet Oscar – as one of the best social Internet projects of Russia.

Olympic Education

Another reserve for the future can be rightly called the system of Olympic education, which also appeared in this country thanks to the Games in Sochi. In 2014-2018 the Krasnodar Krai and Russia as a whole are to host a number of prestigious international competitions: Formula 1 Grand Prix, FIFA World Football Cup, and World Hockey Championship. For successful realization of the said projects we will need a new generation of sports managers, the deficit of whom at present in Russia is tremendous.

The Russian International Olympic University (RIOU) founded on the eve of the Games is supposed to fill this gap. Training in it will be conducted according to the programs of post-graduate courses, Master degrees, continuous post-diploma education (analogous with MBA and Executive MBA) and the programs of additional professional education. The leaders of the world sport management and outstanding sportsmen Olympians will conduct classes at the University. After the Games the RIOU will become the platform not only for All-Russia but international cooperation. Thus, here will begin their studies on the grant program students sent by the National Olympic Committees from all over the world.

Educational program Sochi-2014 besides professional education includes two more levels of training – popular and academic. The goal of popular education is to acquaint with Olympic and Paralympic values as wide audience as possible: children, youth and adults. In the frameworks of the preparation for the Games in schools of Russian regions they hold educational events and Olympic lessons. For schools and higher schools they work out special programs of Olympic academic education, in which Olympic topics are a part of regular disciplines.

Another most important element of the Games' heritage became the volunteer program Sochi-2014. Thanks to it they create all over the country the necessary for the volunteers infrastructure and revive volunteer movement. Thus, beginning with February 7, 2012 they started mass-scale attraction of volunteers for the Games in Sochi, which was carried out through 26 volunteer centers opened at the leading Russian higher schools. In total at the Games in 2014 they will attract 25,000 volunteers.

Volunteer program Sochi-2014 will bring about positive changes not only in such fields as youth policy and education, but it will also provide for the changes in Russian society as a whole. We expect that with the time the volunteer movement will be joined by up to 25 million citizens of Russia.

High Degree Readiness

This autumn the Organizing Committee Sochi-2014 changed over to the stage of test evens, practically to the general rehearsal of the Games in Sochi. It is of paramount importance already now to check the operational readiness and the level of Olympic services, which will be provided during the Games as their scale and level differ greatly from ordinary competitions. The main goal of the test events is to improve team cooperation, establish ties and thus approach the games in Sochi in commission.

In the winter season of 2011-2012 a comprehensive checking underwent all facilities of the Mountain cluster, which held 14 test competitions. Practically this is half of the Olympic and Paralympic Games! In the winter season of 2012-2013 the Organizing Committee Sochi-2014 together with the Ministry of Sports of the Russian Federation are to take about 50 examinations in the form of test competitions. Only successful passing of them can give the chance to hold the best Winter Games in the history!

On the scale of the work being done today speaks the fact that in the preparation and holding of test events there engaged not only all 55 functions of the Organizing Committee but about 50 federal, krai and town agencies without counting a tremendous amount of investors and subcontractors.

Simple Magic

Olympic Games resemble the wand: one should touch with it any sphere of the economy or social sphere and the processes in this field get a sharp acceleration. In respect of the economy the experts even invented a special term – Olympic effect: in the host countries of the Games they fix a sharp and steady growth of the trade volumes in the amount of 30 per cent. The Games in Sochi already now are shaping the population, which will change for the better many sides of the Russian society life. What was unthinkable one day or technologically impossible now are becoming possible thanks to the innovations, which with every new stage of the preparation for the Games are introduced by the main participants in the Olympic project. The coming generation will inherit a number of additional opportunities, which one couldn't think about ten years ago.
